By the Rating Ordinance 12 of 1875 the City of Victoria in the Ordinance means the "City of Victoria as bounded and defined under the provisions of the Victoria Registration Ordinance 1868" and the latter Ordinance divides the City into 9 districts - 1. Shektong Sui, 2. Sai Ying Poon, 3. Taipingshan, 4. Shang Wan, 5. Choong Wan North & South, 6. Sheung Wan, 7. Wanchai, 8. Bowrington, 9. So Kon Po.
Kowloon is not in this list & therefore presumably is outside the City of Victoria.
